He was never in the Senate, but he had been governor of one of the
largest states in the Union--which is in fact more applicable for the
Presidency than being a Senator. Also, he had executive experience in
the private sector.
I do think Cheney is more of a participant in the administration than a
lot of VPs have been. The cliche is that the VP's job is to "sit around
and wait for the President to die." Clearly, that's not the arrangement
between Bush and Cheney, and I feel better about that: with Cheney
acting as a de facto Chief of Staff, we're not talking about the
possibility of someone being thrust into office without knowing what's
going on.
