Right. But we also have to consider the fact that if the state had no
ability to take any private land, we wouldn't have freeways (and New
York wouldn't have Central Park).
Rent control is great in theory, but in practice makes sure that the
only housing to get developed is luxury housing, so in the long-term it
works against those of modest income. Also, it ensures that the only
people to get rent-controlled apartments are the rich: landlords who
are forced to rent their properties below market value generally want
to cut their risk down as much as possible, so as a rule only doctors,
lawyers, etc. can rent desirable apartments.
