Sorry to be chiming in on this so late. I looked at the actual text
of SCA 15 and it sounds pretty good. I'm just sorry I didn't know
about it while we were in Sacramento last week. I especially like the
requirement that "the condemnor has proven that no reasonable
alternative exists."
