Politics as usual?

Two questions and a proposition for the upcoming election.

Q1: If someone has dropped out of the race (say, Arianna Huffington)
but still gets more votes than anyone else, do they become Governor
anyway?

Q2: If Bustamonte wins, do we need to have a new election to choose a
Lieutenant Goveernor?

Fact: 90% of the people running for Governor of California said they
chose to run to make a difference, whether it's making a political
statement or actually trying to fix things, or just personal
publicity. I propose that all those hopefuls do just that: get
together as soon as possible after the election (though it should have
been done before we vote) and produce a huge entertainment hooplah.
For donations of $500 - $1000 you can watch as the former candidates:

(a) sing a song together – think Live Aid, etc.,
(b) sign autographs – think Angelyne, Carey, Gallegher, Coleman,
etc.
(c) make a video with 30-second interviews: "What I would have
done as Governor" (No cheating, either. No backstabbing or
foulmouthing. Just honest "what I would have done.")
(d) Schmooze & booze with the Common People.

After the Main Event is all over, tapes and recordings can be sold for
$38.00 each (1-billionth of the state debt). ALL proceeds – and I do
mean ALL of them: nothing whatsoever can go for anything except blank
tapes & CD's and even the recording time and booze must be donated –
all of it goes directly to California to offset the budget deficit.
We could call it "Golden Aid." (Lemon-aid?)
