Apparently on one occasion when R. Reagan and M. Gorbachev met, the US
president told his Soviet counterpart the following joke:

"An American and Russian were arguing about who had more freedom.
Finally, the American said that he could go right in front of the
White House and say out loud that he disagrees with the president of
the USA. The Russian dismissed that, saying that he could go in front
of the Kremlin and also say out loud that he disagrees with the
president of the USA."

Fully aware of the history of his own country, Gorbachev was greatly
amused by this joke.
