I think you should sue!

After all, finding a passport in one's chili
is a very tramautic experience.

Also, that poor man who lost the passport is
probably deathly worried about it. If it were
to fall into the wrong hands, someone might
pull one of those "identity theft" things on
him and cause all sorts of trouble.

Wait a minute, didn't the gov't give like
a million $ to each family of a 9/11 victim?
Surely a passport is worth a few thousand.
