Python is a perfectly respectable language, as is Ruby (and all the
cool kids today use Ruby, apparently). Perl... well, Perl is the
duct tape of programming languages: great for quick fixes, not so
good for permanent installations. People have written some amazing
edifices in PHP (Drupal is a good example), but I still have a bit of
a hard time taking it seriously as a programming language given its
origins as "Phil's Home Page."

Right now, if I was doing something quick-n-dirty, I'd probably use
Ruby (or Rails, which is Ruby plus a bunch of magic libraries to make
database manipulation easier). For something institutional, I'd use
Java.

And for a database, I'd use PostgreSQL.
